What is Behaviour Support?
Under the NDIS, Specialist Behaviour Intervention Support is an intensive support intended to address significantly harmful or persistent behaviours of concern, in a way that reduces and eliminates the need for the use of restrictive practices. The service has a principal aim of improving quality of life and ensuring that behaviours of concern and regulated restrictive practices are not a barrier for someone in reaching their goals or enjoying a good quality of life. At Step 2, we offer three main service types: our Full Service, a Brief Assessment and Recommendations Service, and a Consultation Service. Brief Assessment and Recommendations Service
This is a time-limited service aimed at providing:
- A report summarising behaviours of concern
- An overview of restrictive practices if present
- Funding recommendations for Specialist Behaviour Support and other supports
- Interim advice, strategies and practice recommendations
- Other recommendations

Please note that engaging us for this service does not oblige you/the participant to use Step 2 Allied Health for Specialist Behaviour Support or any other services we provide, if you/the family prefers another provider.
Consultation Service
This includes a one-off consultation aimed at addressing immediate queries or concerns regarding behaviours of concern or restrictive practices.
- This service is designed for individuals, care teams, or stakeholders seeking professional input on specific issues without the need (or funding) for ongoing support.
- A consultation with a registered Behaviour Support Practitioner (endorsed as at least Proficient per the Positive Behaviour Support Capability Framework)
- A brief report summarising the key points discussed and including practical recommendations, which may include suggestions for further investigation, service recommendations and/or practical strategies to address the presenting concerns.
- The participant does not already have an allocation of Specialist Behaviour Support funding in their NDIS Plan, and;
- The participant does not already have an assigned Behaviour Support Practitioner (external).

Full Service
Depending on the allocated hours, our full service includes:
- Initial Behaviour Assessment
- Interim Behaviour Support Plan within 30 days
- Comprehensive Assessment and Report
- Comprehensive Behaviour Support Plan within 6 months
- Ongoing review, monitoring, and evaluation
- Training, Education, and Support for staff, carers, and others
- Specialist consultation
- Direct engagement and skill-building with the participant when appropriate
HOW IS BEHAVIOUR SUPPORT DIFFERENT FROM THERAPY?
Specialist Behaviour Support (Behaviour Support) differs from therapeutic supports in both purpose and scope. Behaviour Support focuses on understanding and addressing the underlying factors that contribute to behaviours of concern and on supporting the people and environments around the person, rather than exclusively delivering ongoing therapy in the typical sense; that is, directly working with the person to build specific skills, process experiences, or support emotional wellbeing.
Behaviour Support may include some direct work with the person - such as helping them develop or practice strategies to manage or prevent challenging situations - but this is not always necessary. If the person is not ready or comfortable engaging directly, practitioners can still provide meaningful support by working with family, carers, schools, and other professionals. The practitioner remains open to engaging directly with the person when it suits their readiness, preferences, and communication style.
The Behaviour Support process generally involves:
The person's voice remains central throughout the process. Step 2 practitioners use tools such as the Spectrum of Participation: Deciding How Involved I Want To Be In My Behaviour Support Planning (https://therightdirectionpbs.com/resources/spectrum-of-participation) to guide conversations about the level of involvement each person wants in their planning. It is common for this level of participation to fluctuate over time, and practitioners adapt their approach accordingly.
